The Compact is that someone. Five people who took an oath to the Constitution and decided, independently and then together, that the oath meant something the institution around them had forgotten. They did not set out to form a secret society. They set out to do their jobs. The secret society became necessary when doing their jobs became dangerous. They meet once a month. Different location every time. No phones in the room. No record of attendance. What happens in the room stays in the room until it happens on the floor of a legislature, in a courtroom, in a headline, in a vote. Then it happened because of good governance. It always happened because of good governance. That is the cover. That is also, they remind themselves, the point.
